She walked through the darkness of the night. No one saw her. She was the darkness; a fearless creature. She wasn’t human nor was she a spirit. Her name was, Dare. She only came out when the sun was gone. No, not a vampire. A werewolf! She was known to everyone but the innocent people that didn’t hear about the ruined testing. She'd tear their flesh and watch them scream. She was an experiment and the people who did this to her didn’t care. They wanted a way out--a way to fame and glory. If they could make people transform into a wolf without any signs of violence then they could use them for defense. They didn’t know that anything like this would happen.
She was roaming the street one night as a group of police forces found her. She growled and snarled and told them to go away but they wanted to kill her. If wasn’t her fault she was that way, but she was a danger to the crowd. She had to be put down or she'd have to find her senses again.
"There she is, get her!" they yelled.
The sounds of the car motors and people shouting made her ears hurt. They were so loud and it made her feel even more crazy. She swiped her claws in front of herself but they didn’t find her a real treat to their armor.
"Why have you come to end my life? It's your fault I'm this way! Get back and leave me in peace," she growled.
They didn’t pay attention to her threats; they threw a net over her and she struggled but bit her way free. They took their batons and beat her but she fought back with the might she had. She scratched their faces and bit their fleshy bodies. None of them escaped that night but the one who ran away.
"They think they can take me so easily. Well, I'll kill them all," she protested.
She didn’t eat them, she left them there to die in pain. She was cruel and no one thought there would be any hope for her sanity. She roamed the streets all night till she ran back to her house. It was damp and cold--just the way she liked it. It was old, smelt like a bunch of corpses, and looked like a haunted house. The door had scratch marks all over it where she had been cleaning of her claws. The sofa was covered with the dark gray hairs from her coat. She could turn back to her human form, but she choose only to do that in the morning.
She'd spend her time swimming in anger and hate; she was consumed by it, it ate at her soul and gave her many unpleasant thoughts. Dare had a husband but he left her the day he found out what happened. He loved and cared for her, but when she turned around to kill him and her children, he left her, never to return. She couldn’t help what she had become, it was now too strong for her to overcome. She was planning to kill the man or woman who did this to her; who made her suffer in hate.
The next day her house was surrounded by the police. She had no clue they knew where she lived, but they found out. She was no longer safe in her own house.
"Damn them!" she cursed.
"Come out and we can go quietly." They had hoped she would comply but she would never obey them.
She had a hole by the back of the house just big enough to squeeze through, but she wasn’t going to run; she'd fight them to the death. It was broad daylight and it almost blinded her but she could see and hear enough to take them down.
"All right we're coming in then!"
She transformed into her wolf form and broke the door down. They thought she was going to give herself up but she jumped on the PC and killed him with a bite to his throat.
"Fire!" the men yelled as their chief fell dead to the floor.
She growled and without mercy killed the others. Many people saw this and called the police station to have her killed, but she killed the woman calling for help. Dare had lost all moral it was as if she threw it away. Her heart burned with hatred and evil. Her eyes turned red and she had a demonic glow about her.
"I'll kill everyone," she thought out loud.
The people had all ran away and she wasn’t planning on raiding the city by herself. She knew the other test subjects were to be put down but she needed their help. She sniffed them out and found a insane asylum. She heard their growls and whining; she heard their pain. Dare scratched at the door and finally knocked it down. Many guards attacked her but her strength consumed them. She shook the very souls of the people there and her kin heard her.
"Let us out!" they demanded.
"Shut up! I need your help. You must swear you'll stay true to it if I let you go."
They agreed and Dare told them what she wanted. She wanted to be the leader of the raid. If they wouldn’t listen to her only command then she'd make sure they couldn’t again.
"There," she said after she let them free.
They all howled at her as a symbol of honor then they spread out through the city and climbed buildings; and slayed the people in their sleep but many were strong enough to fight back.
"We must stop this!" a policeman said as he gathered his men together.
"What can we do?" another man asked.
"We need to evacuate the city safely. If they keep attacking us like this then we're done for. They can bite us and turn us to their side. We need to escape."
"How do we do that sir?" his wife asked.
He smiled at her and said, "I don’t want to you be part of this Rose."
"Why not?!" she questioned.
"It's not safe. You did nothing wrong I won't let you--"
"I started this disaster when I came up with the serum. If I started this it's only fair that I help end it!"
He couldn’t argue with her. She was stubborn and he knew if he tried to stop her she'd come anyway.
"Okay," he sighed, "I'll just have to make sure you don’t get hurt."
They spent much time in their base discussing the plans, and they finally came up with one. They'd take the people by ship and to an island in case anyone was infected. Then they'd check them one by one and execute the ones that were sick. Then they'd bring them back to the city once it was safe. They couldn’t concentrate much because of the noises outside.
People screamed by their base and banged on the doors for them to let them in. They couldn’t, they couldn’t risk the safety of the men because; if the base was infected then they'd have no hope. They made a barricade by the side of the base in the night and put lanterns and light by them to see what they were shooting at. The werewolf multitude had doubled in one day and many were still being converted.
The men stood their ground behind the barricade and killed many werewolfs but they kept coming; they were determined to have revenge even if it meant a mindless slaughter.

Loved your idea! I have mostly seen/read romantic werewolf fiction, so that was a refresher. I enjoyed reading it. I loved that you started right in the middle of action; it gives the reader a sense of thrill and urgency.
You didn’t give us her physical description and, thus, it sort of didn’t create a terrifying atmosphere for me.
You could give her a moment of weakness to show that a little goodness still exists in her. This allows you to build a more rounded character as no villain’s completely bad. Keep the concept of Ying and Yang in mind; it helps.
Describe her surroundings here. What she sees, hears, feels – it’ll add depth to her character and the story.

You said she had a family, right? You could describe a bit about this like how did the her children or her husband found out about her; however, you can let this part left untold, though.
Well, you were trying to say that humans are greed. I love this fact; in fact it is true; however not all humans are greed, though.
