Genjutsu
Heaven's Blessing - C rank Genjutsu which creates a pleasant situation on the target.
Heaven's Torment - D rank Genjutsu, obvious and harassment based, Heaven's Torment is a very low chakra Genjutsu that simply blinds the user with light. Can be signed with one hand, allowing it to be extremely annoying or dangerous when fighting Koka.
Hell's Dream - D rank Genjutsu which traps its target in old depictions of Hell with tengu and demons attacking the target. Incapable of doing physical damage, but perfect for non ninja targets.
Ninjutsu
Kage Bunshin - He is capable of seven bunshin. Koka stretches his chakra very thin unless in combat.
Dai Henge: Form Steal - Capturing the specifics of a person down to the finest of hairs on their bodies, this ninjutsu is more of a genjutsu that commits to Koka's memory the specifics of the target. Does not need hand signs.
Dai Henge: Form Change - Assumes the form of a person he has seen, capable of turning into over a thousand commoners, and several dozen ninja. Requires a successful Dai Henge: Form Steal on the target prior to Form Change.
Seal Jutsu
5 Seals of Fate - Capable of 'infecting' person allowing Koka to sense what they sense and hear their very thoughts.
1500 Glorious Dancing Kaiji - Taking up the entire body of its target, this very long and complex seal is a bloated version of heavenly prayers against evil. It prevents the target from becoming the target of most genjutsu. It is constantly activated on Koka.
Weapons
Katonkiri - Main short sword he uses, often combining it with his genjutsu and taijutsu skills.
Personality - Cold hearted and with a quick temper, Koka is similar to Root ninja, but has apparently not met the qualifications as a long range Genjutsu user. He falters with emotions in conversation, and excels in predicting and planning attacks with precision dedicated to his units capabilities.

No, Excalibur's character is not accepted to powerful and old to be genin, so once we have a normal powered one we can start, also kitty needs to makes hers genin before she posts as well.
Umm I forgot to edit the age down to 13, but you are wrong in stating my character is too powerful. All ninja usually know one B rank skill and a handful of D ranks. Either make the claim at what part is overpowered or I'll submit Yori.
just get rid of a few of his attacks, shorten his arsenal, that's all i am asking he has to many attacks for a new genin. like maybe give him two ninjutsu one genejutsu and half of his physical skills or something like that.
I've striked the Nagi/Bo which is more the Hidden Cloud style anyways. Only Sarutobi was the last effective user in Leaf with one. Archery removed just cause it won't be useful in forest. Any weaker and he won't even be an academy graduate. Even Sakura has more ability then him at this point.
Just to clarify Konoha guidelines from student to genin:
"Ninja Academy students like Konohamaru are taught the basic jutsu skills. Once they have mastered the needed skills, they are able to graduate and become actual ninja. However if the new Genin do not impress their Jounin sensei, they can be sent back to the Academy for further training."
From the training this seems to be chakra control, throwing skills, transformation, at least 1 B rank skill or possession of several C-D rank skills. For example Sasuke would have the following when he had graduated:

He can do the attack winds furry, where he creates a vortex around the enemy that is powerful enough to rip large rocks surrounding the enemy that hit him hard
He can raise the water out of the ground and then send them down on the enemy in small bullet like projectiles that are strong enough to tear the skin
He can cover his whole body in a blue fire which he sends at the enemies at either long range or uses them to increase pain in close range.
Tai justsu- he is very good at tiajutsu, though he usually releases on his ninjutsu to fight.
Gen jutsu- he is very bad at it though he can preform one
the jutsu is called brain pick, where he actually sends the enemy to their worst times where they are totured by the memories.
Weapon- He uses a pair of gloves that have spikes at the knuckles are where he can flow his chakara into.
Personality- he is not very strict usually laughing and making training fun for his squad.

Quick question. Why is Kyuubi in your genin? Akatsuki has Kyuubi I thought. How'd it get into the boy? Even more so, why are all you jounin class ninja using D and C rank abilities at age 37? If we cannot have characters from the show, why are you using characters from the show with abilities and short blurbs that allow even Genin like us to beat them to a pulp?
Can't you just create your own leaders for us, and not use the characters from the show?

And why id the fox in my guy, because this is not completely following the show in every way and taking place 20 years after the latest part. So my guy is the son of naruto, who passed the fox to him before his death. Okay.
I really have to disagree with this one. You are giving your own character the power of god when you are already the ST. Clearly ignoring that Akatsuki took the Kyuubi and Naruto as well as any other Jinn will die with the beast removed. That is how GAARA died, Akatsuki is in possession of the 2 tails. The beast cannot be passed on without a Kage level user trained in the seal sacrificing themselves to contain it. Of the Jinns, I think Naruto and Killer Bee are the only two left, and the Kyuubi was captured in the recent chapters.
Suika was still in awe as she stared at her reflection in the mirror. The only girl to become a rookie... she blinked a few times before adjusting her headband. She tugged his snugly around her thigh. It was weird having the leaf insignia on her. It felt like it was weighing her down. Like it was saying: "You represent us now, don't screw it up!"
Suika sighed and clopped down the stairs, grabbing her goggles and weapon in the midst. (I have no idea what to call the weapon, so here's the name. So I translated it on a website.) They called it the "Maru Katana." It was a large circle with sharp blade edges. She used wind to give it the best attack.
Suika stepped out into the street, squinting her eyes against the harsh rays of the sun. It was humid out today, but the wind was blowing a steady and cool breeze, tousling her garnet-coloured hair around her face. They were told to meet at training grounds number 13. She heard that the famous Uzumaki Naruto trained for his first on these very grounds.
Suika found herself humming a tune as she stepped onto the training grounds. The grass was lush and the colour of emeralds, the sky was clear with big fluffy clouds floating through. Suika rested her weapon on the ground and-- since she was the first one there-- lay back and watched the clouds move by.
