It's the city nearest to the Fracture on the map, which means there's a ton of fear that's festered for several decades there, as well as a lot of anti-mage stuff that has begun to spring up. The wealthy there are mainly corrupt, and the gap between the wealthy and the poor is so wide that the lower-class citizens often have to resort to violence to keep food on the table. It makes for an extremely hostile place with a lot of underground stuff going on @WeepingWisteria
