so, I was thinking that Javarco suggests the second phase of the ascendant ritual to determine whether or now the first round of victors can work together. Because, since there's going to be a complete overhaul of the Master leadership, they need to work together, to be a united front. There cannot be one weak link or one link who does not trust the others, or one who is too manipulative. Unlike other Ascendant Rituals, this one determines a lot of things, like how the various country governments will trust and work with them. If the foundation of Masters crumble before any of them have a chance to fill the role, then this round of Masters (Javarco and the others) will be the last.
