While I'd say Eevee is probably a lot more fox than cat. But I would say that Espeon is probably a cat rather than a fox, even though the other evolutions are much, less feline in that aspect.

Not as much as a fox as Vulpix if you compare it to your regular red fox, for sure, but it's definitely a type of fox. Official sources say it's based on a Fennec fox which looks pretty legit.
