(From what I grasp the Hidden Leaf was attacked so yes all people are to report to the Hokage. It would be best if Amon took the lead and gave responses ahead of time as the Storyteller from now on for group interactions. Everyone form up, start PMing people in your group and work with them to understand how they character(s) work. Dedicated players of Jounin/Kage Level should not be restricted to one character if they are capable of playing 2 or three in their own unit.
For those of you who have one character, the formation of your group should take a leader with the highest ranking member, or someone who specializes in tactics, leadership or some other key function. A Genin for all intents and purposes will not be a group leader as they are still in training. My guess would be Chuunin could fill the role, like Shikamaru, who has a great advantage as a tactical and strategic planner with long range groups. If the attack style is up close then it should be the most experienced Ninja, probably a Jounin.
Those of you who are not familiar with the naruto world should fall back some and be assistant to group leaders who know the basics and have probably researched it more indepth. Yori and Koka Approaching the Hidden Leaf's Gates
Darting from treetop to treetop, Yori is the first to see the signs of a battle, immediately halting her advance. Koka stops one length away from her, getting closer to have a better idea of the carnage. From the hill they were unable to see the Hidden Leaf as they could now, the battle wounds and fallen ninja being tended to by the townspeople.
"What happened here," Yori whispered as she took in the full effects of the carnage, "Konoha does not do the trials like the Mist-"
"Missing-nin. It was a planned attack, if those low ranked Genin and Chuunin were annihilated this was definitely a surprise," Koka used Kage Bunshin to make a second clone, and immediately released the first.
Back on the observation hill Koka gave the immediate report to Kokuga and Kokuga replicated himself and passed on the information by releasing his Bunshin, effectively letting the Raikage become aware of the situation almost immediately.
"It will take half an hour to reach the Raikiri," Kokuga said to Koka and Yori, "Until then keep monitoring Konoha from a distance. Await orders from the Raikage."
Kokuga's unit was legendary in the Hidden Cloud, their mastery of Bunshin allowed the transfer of knowledge and soldiers to be done at amazing speed. Though seriously hampering their combat strength, Kokuga's unit was the long range eyes necessary to maintain balance of power. Such a spy network run through a single man, and his trainees often made the Raikage and the other Jounin nervous with the immense amounts of knowledge he possessed. If Kokuga or his trainees ever became missing-nin the threat to the nations would be unparalleled. Few if any ninja at all had ever operated in enemy territory for so long as they, yet the risk of Bunshin paid off well for them. If they were ever the deliberate target of the villages they would be unable to fight them off, and Kokuga's -nay, the Raikage's eyes would be blind once more.

Koka decided to go in for a closer look and hopped back onto the main road and began to walk towards Konoha's gates. Armed with only his sword, he made his way forward, awaiting for the first one to stop him. From the tree's Yori growled, wondering whether to strike Koka's bunshin to punish him, but the risk to herself would be even greater. She didn't call out to Koka or move towards him, trusting that he knew the situation better then her.
Disobeying Kokuga's orders, Koka planned to enter the Hidden Leaf casually from the main entrance!
