o.0 I got it to move - but it followed my mouse around and wouldnt stop, so I couldnt hit submit or anything....

you just click again and it stops.

I came up with what I think is a good solution. The Quick Reply box at the bottom of the page is the exact same as always. But, you can find a movable quick reply box at the top of the page. The main purpose of it is to assist in critiquing, so it makes more sense to to have the movable one at the very top.
