There's ways where that could happen XD They could lie to their resident about it and request for a script for a patient they attended to in the ER-- either innocently or intentionally. Even though the resident is the one that wrote the prescription, it'd still be blood on their hands >:3

They could steal the Fill Forms and write it themselves, forging the doc's signature, because maybe the Doc was busy and they were swamped. Which would go in the category of Medical Malpractice *evil laugh*
