I think Cherri is supposed to not have been chosen for the Selkie, but then he instead assassinated the one who was chosen and changed the roster before anyone realised. So maybe it happens before the interview -- because then nobody from the syndicate would have seen the supposed-to-be-captain's face and he'd be able to get in easier.
