No, it's about during the time of Voyager which is about the time of Next Gen, probably a little after. The tech is basically the same- although it's configuration might be slightly different (i.e. communicator badges, differently shaped phasers, photon torpedoes, etc.)

Not all that different, although they do have the ability to beam their patients directly to sickbay. And they have an emergency holographic doctor, but it only comes into use if there are no medical personnel.

No. This at the same time as Voyager (if you remember the Wolf 359 borg thing, it is around then.) So after the original and partway through Next Generation/Voyager/Deep Space 9 (different places in each one). I may be incorrect, but I'm pretty sure that is it.
