Charged with contempt of court - for laughing!
Now that was funny, until it was not.
Then he learned how funny the justice system really was.

The beginning of the poem was...strange, haha. Strange in the sense that I didn't really know what to expect or better yet what was going on. But as I continued to read, I came across this line:
"If any one of the city officials showed up at his place for a random check..."
It made me realize you were writing about someone being in huge trouble with the law. Okay; so the first thing that came to mind was a murder, or a robbery, or something of that nature. And that made me question why this poem was in the "satire" section. Because of that, I ended up nodding my head at the line to follow:
"Going to prison's never funny."
Alright, with all of that out of the way...are you serious?! Haha, I can't stop laughing right now. He was charged for laughing in court?!!! Oh God, that just made my day.
After reading your poem and sitting up again after falling over laughing, I realized that although this poem is strange and funny, it's actually a realistic problem. The justice system is screwed up! And I think you emphasized this perfectly, though subtly.
You remind me of the late night comedians who take real world issues and make it into something to laugh at; yet at the same time they are bringing awareness to the problems quietly.

Now,to make it flow better you could have said: Prison is instead of: Prison's contractions don't usually fit but people make this mistake all the time so no biggy
Now this isn't a real MISTAKE it just bothered me. Who is He Who is She and What do They both Know? That part really confused me... but otherwise this was a great and sorta funny poem

Erm, I'm gonna sorta be all over the place on this review.
Saying Prison's just doesn't seem to fit with the flow of this poem. Why not just say prison is, because this seems to be flitting back between serious and mock and sarcasm. xD funny how it wasn't funny. Yes, maybe it is funny.
Now, beside that, who is this "she" you have mentioned? It is never really clear. Nor why he needs to be home, unless he breaking house arrest orders or ruining his alibi by being elsewhere.

I want to understand this in its entirety, unless your intent was to keep me in the dark for the most part. Keep me in the dark because the justice system is funny because it is just plain sketchy in how it carries out the process of justice?--whatever "justice" is supposed to be to the court system.
Beside all this, I will agree with you highly. It is funny, how the court system can, at least seem to, screw up so badly sometimes. But everybody's got their own opinion of how justice should best be served.

I do like this poem, it seems clever as far as I can tell, being kinda in the dark.
Funny, I would say it is that after one rereads it as to understand the poem's meaning. I like the mock of the justice system in the following line; "charged with contempt of court - for laughing!" That line was my personal favorite.

I'm not sure if I would honestly call the justice system funny, but I suppose it is in some ways.
