One important note is, do make sure your characters are redeemable villains but still villains. So they have to have done bad enough that they'd be imprisoned for a decent amount of time but at the same time they are still capable of being forgiven. Characters that did horrible things for good reasons are allowed. Anti heroes who went a bit too far and got arrested will also count.
Remember that your characters aren't chosen as redeemable because they see themselves as such. They are picked because the celestials believe that they are redeemable so they must have some actual good within them.
It might be tempting to make characters that have no empathy or don't feel bad at all in order to counteract this world's ability but that simply won't work here. Remember its meant to trap the worst of the worst, and most of these people don't have a conscience. This world traps you with your memories and artificially your forces your mind to enforce those punishments. Those without empathy or remorse will in fact be affected the worst and honestly most likely would not qualify to be in this team in the first place given again we're choosing villains that are redeemable, not cold hearted machines that only want to spread evil and pain.
Your characters also don't have to be like named villains with costumes and such. It would be delightful if they are, but they can also just be the local bank robber. Powers are of course allowed and again encouraged but they don't need to have them.
