Just a quickie: why is the submission of works "temporarily offline" and when will it be online again?

Submitting is online; you just need to create a folder. When you go to the Publishing Center, you should see the following text:

Welcome to your publishing center! Before you can add a new work, you need to create a folder.


I've gone ahead and made the last sentence bold & in red to give it added attention.
