I was thinking a kidnaping, a mysterious man comes in and assassinates a political representative, then shoots up the place killing most of the people aside from the women, and William being the only man to survive. Then my character kidnaps Isabel and takes her to the roof, binding her arms and legs so she can't escape, and then when William shows up, my characters challenges him to a duel, and if William wins, then my character will release Isabel to William, if he losses, well then, William is f*****.

Eh... how would that be related to the time period? Everyone's focused on the war with Britain.

Cause turmoil, delay and plans to launch an attack or strengthen defenses.

Don't godmod though. And keep the plot going. Just...don't make it magical. No modern technology either.
