Theres a thing called balence, I give her weapons for such a case, in return the animal form gains flying and armor like skin and a harpoon tail making her damn near impossible to beat in her animal form all in trade she tends to stay out of her animal form and only uses it for emergencies when it becomes absolutely necessarily. She also losses her swords as a dragon and in her human form all she can rely on is her claws and swords.
