Something about this drawing felt really...incoherent? disjointed? Basically your proportions seemed messed up, and it seemed as though the skin and hair and the eyes were two different pictures meshed into one. I understand what you're trying to do, but just sort of seemed like it fell short.
Like, I'm guessing the eyes were supposed to be the focus of the picture. However, my attention was more towards the girl as a whole-and the overly large rectangular head. I mean, I know it's supposed to resemble anime, but It looks like the hair is a wig and ready to explode at any second.
That's my main problem with the picture, I guess! Just try to study examples of your subject so you really know what you're getting into.

Well done with the colouring of the eyes, I wish I could learn Photoshop, dagnamit. XD It's done very well, although the drawing as a whole could use some work. It's chibi, isn't it? The hair is a bit stiff and it frames the face kind of wrong. Yes, the head is a bit too rectangular and the head is, too, and I see no curve of the cheek... or did you intend it to be that way? :3 I hope you edit out the black lines and completely replace them with colour (because I know that's possible) and thicken the eyelashes a bit, make them curve a bit more into the eyes. :] That should do the trick. All in all, I really really really like the eyes. It's nice even without the pupils. Makes some kind of deep, mysterious effect, if you know what I mean.
...And it would do you good to remove that strange bulge on her cheek, whatever that is. XD
