What does "submit in duplicate" mean?

In the requirements for a contest, it says to "submit in duplicate". Does this mean ONLY to avoid submitting an original or does it mean to submit two copies of the entry?

I've heard this, and always thought it meant submit one one copy and keep an exact copy for yourself. I don't actually know though, I can't remember ever having been told that it's just what I've assumed.

Submit in duplicate can either mean one of two things depending on the context. When you see it in a business or work context, it usually means submit the original and one copy. In a literary context, it just means submit two copies. That way, the review board can mark up one copy and leave the other copy mark free.
