[s]Hm, whoever had the keys to their cages last. That would probably be the handler, unless the handler has left and entrusted the keys to a friend. The friend would probably not know that the cages are actually unlocked, since said friend might be used a different type of lock. So, it was most likely an honest mistake made by the friend, and part of the blame also lies on the handler for not explaining the lock mechanism in more detail.[/s]
