One thing you could try is to use a hosting site. They set up the basic for you. And some of them are free.
Then, it's just a matter of adding pages and assigning moderators.

If you want to make a website yourself, you need to learn HTML code which is quite hard really =]
alternatively, you can join up to one of those free ones like freewebs.com and they do all the coding for you, you just fill in boxes. But that doesn't look at good most of the time.
If you want to learn html there's a brilliant website called http://www.lissaexplains.com/ which has some reallly good html tutorials that are easy to understand.

There's geocitiies as well. They host free websites. All you need to do is write in boxes and stick them where you want -- for the most part. Geocities also allows Advanced HTML. This means if the webmaster knows HTML coding, they are able to include in their site.

Learning to read HTML coding would be the first step, and yes, like all new things, it'll be confusing at first. It took me some time but when I was more involved, HTML was like a second language. I could read it very well. Nowanddays, I'm OK with it. Out of practice really.

Also, try asking some of your teachers. Sometimes there are courses where they offer to teach basic web and graphic design.

Your link leads to a 404 page.

And for the person who mentioned Geocities; no.
