You have to be nominated by a current V.I.P., mod, or admin. The other colors are: Blue - normal member. Purple - V.I.P. Green - moderator. Orange - admin.

Thats only on some color settings, like on gray, the moderators are blue and the normal members gray, so it differs. But the VIP colors are the same for everything and so is the admin color.

No the admin color isn't always the same. I have Dark Purple, and it's purple, but a different shade.

Well I guess then we can't really say what color are the mods, admin etc.etc But we can say that their will only be one Admin (duh) and alot of regular members and the VIPS I think should stay purple.
