So, to manage the potentially large cast of characters, participants will have to write three child characters (10-14), plus a mentor, for the three-man squad system that is usually assumed for newly graduated shinobi being assigned to missions and stuff like that.
These characters don't always have to play a major role in the plot, especially if you feel they aren't relevant to certain story arcs.
Character names are strictly Japanese, or at least have to be names that also apply to the Japanese alphabet. If you REALLY can't come up with any ideas for your character's names, feel free to draw inspiration from other Asian countries.
All characters also must have a last name as well, but don't necessarily need "clan lore" or some kind of symbolism or meaning relative to the character.
Using ninjutsu is not a crucial trait to have for your character. You can decide if you want them to be talentless or not.
Lastly, I should mention that there is a protagonist. I know it's a bit unfair, but I don't see this storybook getting far without one.

Extra stuff:
-for those making a three-man squad, when academy students graduate, they receive their forehead protectors to officially mark them as fully fledged ninja
-rather than a clear, linear plot with a basic 3-5 act structure, there will be individual story arcs with acts of their own
