Out of Place [OOC]

This is my first time doing this, so bear with me.

So the roleplay takes place during a vague twenty-first century, but all characters (except for my own) need to be from either the past or the future due to the time travel shenanigans. Pretty much all races are welcome as long as they're not game-breaking. Magic powers are cool within reason. I already have a vague plot in mind, with a couple of twists, but I also want to hear from y'all.

Okay, here's my character and the official unofficial guide for our story. He knows what's up.

Race/Species: Unknown
Appearance (picture or short description): Short, pale, with raven hair that hovers just above his shoulders. He's usually wearing all black: overcoat, button-up shirt, slacks, and sunglasses. He also carries a black umbrella with him, regardless of the weather.
Personality (short description): A strange man, no doubt. He's smart, formal, and incredibly sympathetic. Very cautious, however.
Powers (if applicable): He has the ability to sense time displacement and knows on instinct when someone has been displaced. In addition, he's incredibly agile and can go for days without rest.
Weapon of Choice (if applicable): He always carries a revolver in his pocket for emergencies.

Race/Species:Human (He's from Earth in year 2078)
Appearance (picture or short description): Short black hair that's really messy, but too short to be too big of a problem. He only wears red and has a permanent nasty glare on his face. He's moderately tall, and on the thinner side of the size scale.
Personality (short description):Terrible personality, but that depends on your definition of 'terrible personality'. He's salty, sarcastic, and mean to the point where it's not that mean, but just annoying. He's a stubborn hothead, and enjoys seeing people squirm. However, despite his flaws, Amoku can be selfless and courageous sometimes, revealing a nearly altruistic honor, which he finds is the most important aspect of any person.
Powers (if applicable):In 2078, technology advances at an extreme pace, and experiments like the one placed on Amoku caused many to die. However, Amoku survived, and now he is nearly a 'Human Dragon'. Can blast fire for a forty-yard distance which can be used as a way to propel him. HOWEVER, he needs a high intake of water to compensate for the firebreathing, or he'd shrivel up. Also, he can't really do anything if his mouth is closed or bound. And the fire-breathing is extremely painful.
Weapon of Choice (if applicable): None. He fights with his hands and his fire.

I'd like to see a basic rundown! Are there any rules against characters from an earth where are are fantastical elements?

Alright. So, this might get a little complicated, so if something's not very clear, ask me. The main idea is that the universe often makes mistakes through the creation of Time Displacement Rings or TDRs. TDRs can appear in any location and causes those who run into them to travel through space-time to another TDR. More often than not, this results in time travel. Your characters have run across their own TDR and have been launched to modern-day New York. They know where they're from, no memories are lost, but they don't exactly know how to survive in a foreign timeline. Fantasy creatures are welcome because TDRs can also cause displacement throughout the multiverse. All may seem lost for your characters, but there is an organization dedicated to replacing the misplaced. My character, Albin, is in charge of the New York district and will do everything in his power to help you return to your proper time period. Usually, that is as simple as finding another active TDR and shoving the misplaced through. However, since there is such a large group of misplaced (since there will be four to six of y'all), your standard TDR won't have enough chaotic energy to return everyone to the correct timeline. In fact, there's only one TDR able to do such a thing, and it just happens to be the Bermuda Triangle. But it won't be easy to get there. Albin has his own enemies, and at every turn, there seems to be a new problem caused by them. Let's pray the party can survive long enough to make it to Bermuda because they've got a long way to go.
