What, specifically, will the offer be, by the way? Ruby will be asking a lot of questions.

The offer is to help; the kids are essentially time bombs, and eventually their powers will end up killing them. (So as the book progresses, they might have to have worse "weak-moments" and all.)
The main ideas that some of the officials genuinely want to help and nothing else; most of them are neutral, though they feel a bit guilty for what happened. And a small fraction wants to use the kids as weapons against the Bugs.
Anything else is up to you.

And, when we're going to be writing for each other's characters, we ought to use WFPs, right, Cyr? You're the expert here.

The use of WPFs is typically the solution to that problem, yeah. I'll see if I can get to actually working on this this weekend, but I can't really make promises. A lot of people like to claim my time and I can't guarantee I'll be able to write.
