Who exactly was being Wonder Bat? This needs to be more clear. Plus: there are too many "somehow"s and "I don't know how"s in this part. I know it's a fuzzy memory but you could even get away with removing the "somehow" in this sentence.
Grammar great, although I must ask why you chose "Bill" for a name. I can picture Tom as a little summer camper, but not Bill. Maybe change one of the times they use his name to Billy? Or not. Great work! Keep writing!

This is kind of really short ... not much to review. Grammar is quite good; I only noticed a few things:
Well, this is kind of a personal preference thing, but: technically, there should be a comma after "not", but since it's a letter it isn't obligatory. What I mean is that if you want 9 grammatical errors, put the comma in, but you really don't have to since grammatical mistakes add character in letter-writing.
The semicolon should be a comma.

Okay, that's it for grammar. I like this piece but I don't fully understand what it is ... I mean, it's kind of random. It's well-written and entertaining, and you've developed a voice for Tom Reiner, whoever he is.
I wish I could give you a better critique -- if I knew the context of the letter, I could say more. Let me know if you write more of this; I want to know where it's going!

Hello!
OK, first thing's first, is the whole story going to be written in letter form? If it is I would suggest reading 'We Need To Talk About Kevin' which is also written in letter form.
If not is this the opening of the story? Or is this just a short piece? I think that if you are continuing this it seems fitting if it was an opening or maybe a prologue (And if it is a short piece I really think you could continue and build up on this as it has the potential to go far).
This as a piece on it's own does work well, you have enough information for the reader to understand what has happened and definatly has a funny side to it. I don't think you can have much character development here as it is a letter, and although we find out about the characters past we don't really know them if you know what I mean. In some short stories it can really distract away from the writing because it is so frustrating that the characters have no 'life' to them, but I think you pulled it off well, and it does not distract away from the writing at all.
There was one sentence that stuck out to me:
and he raises all kinds of sugarcane
The sugarcane bit...I didn't quite get it, but I might just be being dim at the moment.
Other than that I really enjoyed reading this and I think that you should develop this further, it would make a good story, like you could use the letter form to flash back to when they were kids at the camp then write it from when they were kdis at the camp, asnd use a letter to join the chapters together or something.
Either way, keep writing! This was goopd, well done!
