It was May 29th and I waited on the phone call to hear his voice—constantly. That Saturday morning I rolled around in my sheets to find my phone that was loudly ringing—I grabbed it and answered kindly, “Hello!?”—
“I’ll be in your driveway T-minus 5 minutes, you better be out there, okay?” he shouted back. “Go get me a coffee, I’ll be ready in 10!” I abruptly replied. He hung up and with certainty; I knew that in nine minutes, he’d be in my driveway with a large double double, because that’s how much he adored me. Shortly after, I grabbed my things and showered myself in Chanel No. 9 before I ran out the door and waited for Luke to arrive. Soon enough his blacked out car appeared on my salt-and-pepper driveway— I sprung to my feet and entered the car.
His obnoxious, yet uncontrollably desirable cologne and cigarette smoke filled the air— I buckled up. “Come a-little closer,” he said while brushing my thigh and pulling at the rips in my jeans. He violently grabbed my neck and kissed every inch of it. Doing so, I recollected on the time when he told me that fear was only a state of mind— I jolted back. “If fear is only a state of mind, why do I fear myself? Why do I fear you?” He looked at me with those killer blue eyes and said, “Well, I am the unknown. You are unknown [to yourself], and that’s what fear is, fear is the unknown, and everyone is scared of the unknown.” I wanted to scream so badly. His witty yet— always inspiring responses rattled me so hard, I loved every minute of it. I loved the way he’d glance at me when talking with his deep and stern, yet comforting voice. Also that infamous grin that always seemed to be slapped on his face—talk about being weak in the knees.
Ultimately, we arrived back at his place, hand in hand, I pictured us fronting like Jay-Z and Beyoncé— we seriously were killin’ it. I dropped my things and ran to his kitchen only to find a half eaten poutine and some cinnamon rolls on the surprisingly clean counter. I moved those things aside, and jumped to sit on top of the surface. He walked towards me with an eager look on his face— I didn’t know what to expect. I then chuckled to myself— silently, because I reminded myself that expectations only really ever lead to disappointment. Luke then inched between my legs, “So are you down to pop?” My eyes widened and I timidly responded, “Uh, it’s been a while, and she makes me crazy, you know that?” He laughed, pulled out two ecstasy pills and said, “We’re all crazy.”
NTR: In all honesty I don't really know how I feel about this one. I think I need to work on character development and dialogue. Is this a good plot? I feel like I need to expand more on this Luke character? Gahhhh, as with everything I intended to post. Rip. It. Apart. (Kindly, of course)

So, first off, you should never rip up anything. Well, so says my creative writing teacher..:/
But, anyway. don't think so low about this. Work up some more details.
Well, maybe, what could happen is this could just be a flashback from the girl. That would be a good perspective to view this from!
Also, I believe you have used a few too many hyphens. I understand using a few, I truly do, but, I believe you went a little overboard with the hyphens.....
Anyway, this story has POTENTIAL! I feel it! This could go somewhere if you let it. Don't control the characters. Let the characters control you. Don't turn into the characters....let the characters develop and turn into themselves...their own sort of people!!
Great job, nonetheless, this is really good. Im not 100% sure of where this story is going but it will be good so please please finish it! Or, at least, add on to it!

To start out, I think this story has potential, but right now it's not really going anywhere. I didn't feel any sense of closure or anything at the end.
I feel like you had a gem of an idea with the part that talked about how she fears herself. It could possibly be turned into a subplot about her becoming comfortable with some aspect of herself that she doesn't like.
The other think I thought of while reading this is that Luke feels very forceful, especially with how he interacts with the girl. It almost feels like it could become abusive over time. That is a pretty good idea for a plot, but it ha to be handled very carefully or else it might seem cliche. You would also have to do your research so as not to mishandle what an abusive relationship looks like and the kind of impact it has.
Overall, I really do think you could go somewhere with this, and I think Luke's character is a good starting point. It really just needs to be expanded.

I think you could go somewhere with this idea if like you say, you expand upon the characters so maybe choose one as here/anti-hero maybe the female lead.
You could then explore her past and identity a little bit through the use of different tenses/context.
Subject matter is of interest and something you could have a lot of fun with - I look forward to reading more!
