I'm hopping in a little late, but I have a character who is more of a thug-rebel type from the slums. To incorporate him into the plot, I was thinking he would, by some twist, move toward the city and settle down. Maybe he falls in love with another character?

After Leila gets captured, what would happen to her? Here's a potential plot to get Leila and Artemus involved without the two trying to kill each other (which is an option): Once Leila is captured, many pirates want her to be executed. The majority is overwhelming, and Tiernan has no choice but to sentence Leila to death. Artemus is aghast, her moral compass getting in the way of killing an unarmed, 14-year-old. She then either helps Leila escape or gets in an argument with Tiernan ("This isn't right," "I have no choice," etc.) and Leila escapes in the chaos. We assume that most of the protagonists will be on the same side, and this seems as good a way as any to introduce it. Of course, we could just end up with Leila and Artemus having a bitter rivalry for the rest of the storybook. It's up to you.

Posted! If Leila seems overpowered, she's not anymore powerful than other characters. She was only fighting unimportant crew members. Not to mention, she's been fighting pirates for years, and is accustomed to their tactics. Still, if you think she was too powerful, tell me and I can work on it.
@Lael, I would guess that Arlen would end up in Needlespur, where he could run into Adelaide or even Sirjad if he's starting out undercover in the castle.
So, Needlespur is the castle, where the King and all his attendants and guards live, but it is also the largest laboratory in Kryn. It also has a spinny thing that looks like an astrolabe that harvests all æther. Fun fact.

So I'm thinking about Sirjad's first chapter. He'll be introduced in a less action packed chapter within his house, with his daughter and he'll just have gained a job as one of the kings guard at Needlespur. We'll also find out that Sen reads Caroline's articles in the Newspaper as Belledonna Aere. I'll write all this tomorrow.
Perhaps he could also meet and get to know Arlen in Needlespur, and will have a few action packed encounters with spies from Nano who could be taking samples of Aether from the spinny thing in preparation for the big explosions later on. Later when he takes the fall from the explosions that kill the king, it could be Arlen who uses his influence to get Sirjad out of prison.
