Great question. The camps are essentially boot camps, buried deep underground in the labyrinth of buried city directly underneath the inner city, which is where all of the fun politicians and royal family live. Of course, the part of the underground that's used for the boot camp is blocked off from most entryways to keep unwanted people getting in and out, and centers around a football stadium that resembles more of an underground cave now. There, the goal is to drill obedience and train them into the perfect soldiers.
Depending on where the stone is put, each abbarent is trained based on what the stone gives them. Usually, the most common ones are speed (the stone placed at the lower back), strength (mid-back), and eyes (upper neck). But, occasionally, the stone will be placed a little bit too high or a little bit too low, and anomalies aren't uncommon. Surviving the implant is hard enough, and being strong enough to survive the stone and use it is difficult. The people put up for the procedure are examined before and after the stone is implanted. Those that can't sustain the cerebral stone are simply disposed of.
The training is designed to push them to near death, so expect as much.

So, I've realized that I haven't been completely clear on, well, everything. Wolfe and I have a bit of a biased view, since we both know the plot, and we're not sure what exactly to cover.
