I think it doesn't. From what I got, magic is something just some people have, very rarely, and is either an ability given by birth or taught by those rare users - none of which are generally loved, listened to or accepted as members of the society - so, on the same note, I suppose magicians wouldn't be going around showing off their magic all the time.
Plus there are obviously magical creatures, like Sati, but I guess they're rare too, or used like something like servants and whatnot, huh.
But if that's not it, then I'd really love an explanation too, hah

I'm sorry if my explanations are not clear to you Louis- let me try to be frank.
Humans do not have magic. period. humans do not have the abilities to use it.
Magic users like Elves, Witches, Wizards, Djinn, Sorceresses and sorcerers, magicians and Magical humanoid (Dwarves, orcs, hobbits fairies, ect) creatures are RARE, not unheard of but rare.
Magic in Drallion is present at birth of those rare creatures (those listed above). some need the guidance of another of their kind to unlock potential but it is there from birth. Magic is not powerful enough to be used as a mass weapon-- as in a necromancer can't raise a dead army and wipe out life as we know it. A fire mage can control fire but not create Volcanoes or a Hiroshima in the land. Witches can cast spells and make potions but they can't take over the world on these alone- magic has it's limits (and those playing magical characters know this as I have talked to them or their characters naturally have limits to their abilities.)
Fantastical creatures like- dragons, unicorns, selkies, basilisks, Gryphons, Rocs, Leviathans, and other non humanoid sentient fantasy creatures are far more common. But they do not poses magic, some can speak but they do not have magic. This might be where the confusion is coming in- Fantasy creatures as in ANIMALS are common in drallion, not humanoid fantastical creatures. :3
