Do you know how to write fanfic? Just take the characters and/or setting you want and write what you want.
I'm assuming you mean the 2001 film 'Manic'? Which concerns JGL and his experiences at a teen psych ward? I've actually seen this at one point, it's pretty good.
You're probably looking for the setting, rather than the characters, right? Because even though the characters (and performances) in this film is very good; the setting is really what makes it.
Whether you want to use the characters or create your own and just use the setting etc, just write it. You should know what you want, so just start writing it. Have fun.
If you need an example of how not to write fanfic, then I have this Harry Potter fanfic called 'My Immortal' which I would gladly link you.
