I see you've added more detail in this pic. You've done well with the shadowing and the creases in his shirt, as well as the messy aspect of his hair. The eyelashes are nice, though a little full for a guy (unless he actually looks like that, in which case I'll shut up now...)
My main suggestion would be to crop out all that white space on the right. It detracts from the picture itself, as do the little black scribbles.
Definitely keep up the good work. You're getting better by the picture, from the looks of it. Please let me know when you post more!

I agree with Payne's review, especially about how you're adding more detail. The hair looks like it took some time to do, and it came out well. I'd say his whole face looks pretty realistic compared to the character. And he did have pretty full lashes, so I think you're good there.
My suggestions would be to work on the body a bit more. He looks really skinny to me, almost like a little girl. I would add some definition to the chest or elbows. Not too much, since Lelouch is hardly a buff guy, but enough to show he's a dude.
On a side note, I don't actually remember Lelouch smiling in the series x) So this kinda picture surprised me haha
