For years, wizards have existed alongside humans, hidden under a veil of secrecy. They've oppressed by a government agency that constantly watches them and aims to keep them a secret, and brutally murdered by those who have defected from the agency.

But now is their time to come out of the shadows, but not in the way most of them expected. The year is 201X, and their uprising is a very violent one, triggered by an alcoholic man who doesn't remember what he did that night.

The storybook starts off on day one of the revolution. Groups of wizards and many vampires are wreaking havoc throughout a town near the California/Nevada border, and the destruction radius is spreading rapidly. On the flip-side, you have some wizards who disapprove of this working with the government agency to stop the chaos.
And lastly, the defectors from the agency think that they can solve all of this by killing damn near everything that isn't human.

The alignments are as follows (And I apologize for some of the names, they are not very good. Feel free to suggest better ones):

Wizard Liberation Front

These guys are the ones causing all the chaos. They don't see why they are the ones being oppressed and murdered by the non-wizards such as the agency and the OEP. They've made numerous attempts at a peaceful movement, but with no success, so the violent uprising is their last resort.


The (as of yet unnamed) Agency

The Agency is comprised of those who have been transferred from police departments or drafted due to any past experiences with wizards or vampires. They require all wizards to register their powers with the government, and incarcerate those who have exposed their powers. They're pretty much just like police men, even down to the equipment they get depending on what branch or rank they're in.

For example, if you are a rookie who is not in their equivalent to the swat team, all you get is basic protection (Sunglasses, a pistol, and a badge).


The OEP

The OEP (Organization for the Elimination of the Paranormal) is mainly comprised of people who left the agency when it decided to no longer kill every wizard in sight. The OEP thought the wizards would get too much of an ego and begin killing random civilians for the hell of it. It turns out that they were right, sort of. So now that it has finally happened, they're going to keep doing what they do best: Killing any every wizard and vampire in sight.


Wizards for a Peaceful Uprising

These guys are opposed to the violent revolution, and are helping the agency bring the WLF to justice.


Civilians
Spoiler
The ones caught in the middle of the crossfire. The humans in this alignment either aren't aware of the current situation, or dragged into the middle of it. The wizards (that are registered with the agency) are being watched constantly.


There are also classes, and they are as follows:

Wizards (There are two subclasses in here).
Shamans
Spoiler
They are capable of manipulating the natural elements with a wand. They can control the static electricity in the environment to create lightning bolts, ignite the oxygen in the air to create fireballs, etc. The problem is, all their power lies within their very fragile wands. Without the wands, they are no different than any other human.


and Psychotechs

They have the power of telekinesis. And if you're looking them straight in the eye, they gain access to your mind.
Once they're inside, they can read your thoughts, erase memories, create fake ones, and take control. Unfortunately, any interferences such as sunglasses keeps them from getting into anyone's head.


Vampires

They possess immortality, super speed, super strength, and a regenerating factor that almost makes them indestructible. However, they burn to death in the sun, can be killed by a stake through the heart, and holy water is like acid to them.

They often have their own agenda, joining sides for reasons that may or may not be unknown.


Psuedo-Vampires

A vaccine created to cure death created a virus that slowly eats away at its host's sanity. Like vampires, they have fangs. Unlike vampires, they can stay in the sun (but have permanently dilated eyes, so they need eye protection), and retain their human personalities...at first. But then they get a craving for human flash that slowly begins to consume them (figuratively speaking). They also do not have immortality, nor do they have super strength, rapid healing, or super speed. They also speak with a lisp when they first get their fangs.

The virus/parasite thing can be found within their blood and saliva, so the only way to turn into one is to be bitten, or to receive a blood transfusion from one.

Do I really need to explain their strengths and weaknesses? It's uncommon for non-agency/OEP members to know about the paranormal world, but it has happened before.

Yeah....I did away with the whole "enchantment caster" class because it made absolutely no sense. Therefore, immortality in anyone other than vampires would be impossible. Even then, if a vampire ran the agency, s/he would be one of the first people the OEP would kill.

Wouldn't anybody notice that the same man has been running the agency for a very long time, yet does not appear to have aged at all? Maybe your character could've been the one that helped the guy trigger the revolution, with some kind of ulterior motive in mind.
