A month or two ago, I wrote a dark comedy series about a sarcastic slacker who is part of an organization that kills wizards for the good of mankind. While this is currently being rewritten, I decided to use an updated version of the story to accompany the storybook.

The story takes place in a small-ish city outside of Las Vegas called Pahrump. It's a pretty normal place, if you don't count it as the site of the homicide and the buried treasure of millionaire Ted Binion (all of this is real, Google it). Also, there are wizards here. And vampires (if you can call them that).
You see in this world, wizards exist. That is not a good thing. Magic is a weapon, and should be treated much like one would treat a firearm.
Wizards are a lot like other people. But in the middle ages, they had the unfortunate experience of being burned at stake by angry villagers (Fun fact, only 30% of the people burned were wizards. The rest of them were just very obnoxious neighbors).
While wizards began to fade from the minds of people in the late 19th/early 20th century, the UN created an agency that keeps the magical world a secret from the normal people.
The members of this agency have a few prime directives: Apprehend and register any wizards who have exposed themselves to the normal wold, arrest those who use magic to commit minor offenses, and kill those who are deemed as too much of a threat to the normal world.
The US base is located near the Mojave Phone Booth (a phone booth in California that happens to be in the middle of the desert. This is also real. Google it).
The classes are as follows.
Wizards

These guys can manipulate the elements with a wand that looks similar to an orchestra conductor's baton. It is said that shamans must learn about the "Harmony of Nature" in order to use their powers. They can ignite the oxygen in the air to create fireballs, direct the static electricity in the environment to create lightning bolts, and manipulate water. They are also completely powerless without their wands. It should be easy to destroy the wands, as they are as fragile as a twig
Psychotechs

It is unknown whether a passed down secret about quantum physics, or an access to the other 90% of their brains gives them their powers. They possess the abilities of telekinesis. And if you're looking them straight in the eye, they can read your thoughts and assume complete control of your brain.
While in your mind, they can do many things, such as making you lift your arm. They can also as easily make you put a bullet in your own head, or make your heart stop beating. However, they need to be in a state of zen to use any of their powers. They also cannot read or control your mind if you're wearing sunglasses. They need to be able to see your eyes clearly if they want to get into your head.

Vampires

They're the immortal creatures you've read/heard about. However, they are not blood-thirsty monsters. They're just all rich jerks who get their blood from blood banks or sick rich hospital patients, cause they don't want to let anybody poor be immortal. If you really want to be immortal, you need to pay them a lot of money for them to bite you. Even then, they could scam you by giving you a vaccine that turns you into a pseudo-vampire.
They have super-strength and super-speed, but are too lazy to use them. They can also be in the sunlight without burning (or sparkling), but they stay away from it, as their eyes are so sensitive, that their retinas will literally catch on fire if it comes into direct contact with sunlight. Also, while it's been said that a wooden stake would be one of the few things to kill a vampire, a bullet to the head or heart would also do the trick.
They have super-strength and super-speed, but are too lazy to use them. They can also be in the sunlight without burning (or sparkling), but they stay away from it, as their eyes are so sensitive, that their retinas will literally catch on fire if it comes into direct contact with sunlight. Also, while it's been said that a wooden stake would be one of the few things to kill a vampire, a bullet to the head or heart would also do the trick.
Pseudo-Vampires
It has been said that a man tried to bring his dead family back to life by experimenting with the blood of a vampire. The result was a parasite or virus thing that reanimates freshly dead corpses, as long as the vital organs are still in tact. The parasite/virus can be found within their blood, as well as their saliva (so don't share any of your food with a person whom you suspect is infected). It spreads when somebody has been bitten by another pseudo, but agency scientists are looking for other ways the virus could've been spread. They are not immortal, and once the virus is gone (or the host has taken a fatal hit), they turn back into corpses. Their weaknesses include heat (it slowly kills off the virus), and garlic (they are still kind of vampires). The virus has branched out into two races
Nightwalkers (for lack of a better word)

By day, these people are just regular people. They also have no memory of any night that has occurred since they've been bitten by other nightwalkers. They are similar to werewolves (who don't exist here), as they transform into bloodthirsty monsters at night.
However, they retain their human form, while gaining super-strength and super-speed. They also lose their sanity and personality, attacking any human in sight, until they've become full, or when the sun has risen.
They then turn back to normal, with no memory of what they become. If it isn't obvious, most nightwalkers don't even know what they are until the aforementioned agency comes knocking on their door to kill them on sight

Timebombs (that's what the agency calls them)

Timebombs are not really people who explode, spreading the virus as far as their blood and disembodied limbs will travel.
Much like nightwalkers, they are normal people, until they get a craving for blood. Unlike nightwalkers, they are often unpredictable, as they can get this craving during the day as well. However, they do not get super-strength or super-speed. Meaning that if you were slow and easily winded when you were a normal person, you will be slow and easily winded when you are a timebomb.

The agency
(This is kind of incomplete, so suggestions would be nice).

Surprisingly, I have not put much thought into how the agency works.But this is what I've got: Ultimately, their goal is to keep the whole magical world secret (but not separate) from the normal world.

If a wizard commits a major crime (arson, murder, etc.) using magic, they will be labeled as a threat to mankind, and will either be killed on the spot, or taken to the nearest base for execution.
While some wizards are offered a spot on the agency, most of them avoid it altogether, afraid that they could be put on the kill list for no reason.

They only times they've used the highest grade weapons in the U.S was a couple times during the 90s. Both those incidents occurred in Idaho and Texas. There were little to no survivors, and the cover-up involved pushing the blame onto the ATF.

Usually, they're not aware of magic's presence in the world. However, there have been times where they have gotten dragged in to some mishap involving wizards or vampires.

Just remember, the normal world is not aware of the magical world (and this is probably for the best. Despite the rise in popularity of wizards and vampires, if the "muggles" found out about wizards, it would be complete chaos).
The scenarios that play out can range from the mundane to the macabre. An example of a plot (and this occurs in the as of yet unfinished book) is when a group of psychotechs try recreating the failed experiments of Dr. Frankenstein. But rather than using parts from corpses they dug up, they use parts from live humans that they are holding hostages.

And I'd like to waste this space to say that the entire thing was (and still is) meant to be a comedy where everyone is either sarcastic, selfish, apathetic, or some combination of the three. Following this structure is entirely optional.

Anyways, here is the rules:

No god-modding; no sex scenes; swearing is permitted, but keep it within your character's personality; no killing other player characters without permission; and once you die you stay dead. There is no "revival spell", and the closest thing your character will ever come to having a second life is if somebody decides to use you corpse as a human puppet (like in "Weekend at Bernie's"!).

There is no good and evil, by the way. Everything you do has a consequence. I'd like to say that nobody in Pahrump really cares much about your character, but its your story at this point. How the people act towards your character is entirely up to you.
