Hi! I like the idea of the bowl of rice with its cute eyes and mouth. The cutest thing about it is the tiny heart above the bowl. It's just adorable. The mouth opens and closes. I like that idea. Pixel art is pretty neat.
Although I was wondering what Gimp is. I've come across people talking about it. Is it a software or something?

The shading on the bowl is barely noticeable. I think the reason is that the spacing between the dithering is too wide and uniform. Try varying the distance between pixels and/or using a darker shade of blue so that the shading is a bit more visible.
The left back edge of the bowl seems to disappear into nowhere. Might want to fix that.
The eyes look like they've received the most attention shading-wise with a whole bunch of values, and so they don't mesh with the simpler, almost-invisibly-shaded feel of the rest of the picture. As a result, the eyes look softer than the rest of the bowl. I'd recommend simplifying the values in the eye to at most three so that you get a harder shine that meshes with the overall feel of the piece.
You did a great job picking the base colors, though, and they all work together wonderfully.
That rice bowl is pure adorable. Animated food is so sweet at times. I've never tried pixel art, though this kind of thing makes me consider it. I can't really give any critique though anyway - no experience.

Wow. I love it. It is so cute; I really wish I could do something like this! I liked the colours you use and the little love heart you put at the top of the bowl. Also I love the rosy cheeks you gave the bowl xD
One thing I would say though is that I have no idea what that thing is under the bowl...and the reason it is there :/

This is so awesome! I love this guy to bits. I don't think there is anything better you could have done to this, mostly because I'm not that adept at this type of art. I love it nevertheless, and keep making more of these cutesy guys!
This is a really great GIF, coming from your age, this is a really great work. Pixel art is a really interesting thing to go for, and since you don't really need a large file size and it's quite handy as icons or thumbnails then it's useful too. Keep up the great job and I hope you make more GIFs since this looks pretty cute and neat. :3
oh its so SWEET. i love that the bowl of rice has movements and that it is happy. i think you did a GREAT JOB !!!!!!!!!!!!!!!!!! i also like that its colors match for a example blue bowl and yellow napkin.But the heart on the top makes the bowl look so adorable.The big eyes really match its mouth i think you did a great choice of deciding on making the mouth move.
