Of course, you can't do as much, but there are layers and gradients and all kinds of helpful things I love it ^^

Oh! Paint.NET! I love that program. I use it all the time so I think I can make this review very helpful.
The fur is gorgeous. I looks very, very real. Can I ask how you did it? I've tried almost everything except animals it feels like, and this is really good fur. Nothing to say.
The gradient on the eyes is awesome. I wouldn't have thought of using gradient (I hate doing eyes), and if I had, not that particular style. It looks really good.
However, on the eyes, I'm going to assume that you copied and flipped one eye to make the other. Great way to do it, but, now the eyeshine says that you have two seperate light sources. Deciding on one light source could really add some depth to this.
You unfocused the picture, right? Sorry if I'm blunt, but it shows. This is one of the points in which I like photoshop better, because photoshop has a tool that blurs colors without making them look out of focus. I don't now a good cure for this in Paint, but what I personally like to do instead of Unfocus is use Gaussian Blur on 1. It's more subtle that Unfocus, but still blends the edges.
I have both Paint.NET and Photoshop CS (an older version than what's out now) and let me say, I actually prefer Paint.Net for from-scratch drawings. I've done lots of graphics from scratch on Paint and I tried on Photoshop, but couldn't find any of the little tools I use on Paint that make it a lot easier. There's tons more on Photoshop and it's a lot of fun to play around with, but I'm becoming a die-hard PdN user when it comes to getting jobs done.

Thanks so much, TexanWriter ^^ In response to a couple of things:
The fur. I didn't really think anyone would notice haha xD It's so subtle But what I did was (a very long process haha), on a new layer, filled the whole thing in with black. Then I took down the opacity to 100% and started erasing little dashes all over the place, to flow with the head and typical fur patterns. Then I messed around with the Fragment option under blurs and got it just right. Then I repeated the dashes and fragment because it looked too dark, but I made less dashes so that it wouldn't totally erase the effect. So happy you like it ^^
I actually didn't use a gradient haha. I used about ten different layers (on one freaking eye ) and added all of the lighting and shading effects by just coloring them manually. It does look like that one gradient, doesn't it? ^^;
Yes, I did just flip it ^^; It's much easier than trying to imitate the whole thing and try to make it look the same. But I see what you mean...I should have thought about that xD
Actually, I never unfocus anything. I just Gaussian blurred the tar out of it xD But I did it on level 2, so there's actually quite a difference from level 1. But I'll keep that in mind
