Usually, female anime characters have eyelashes defining their gender.
Things could improve on are:
You shading could be better and more carefully done if you want it to be nice.
The hair also has this scritchy-scratchy look.
Anime tends to give the hair a shine and silky look.
The ponytail could be given more flowing strokes instead of drawing clumped strands together.
The logo is tilted a bit to the left, as a result of his position, but it wouldn't be central on his back.

How, really nice drawing! I can't draw anime (unfortunately) so this really looks cool.

Oh, he's male. Female anime characters normally have big sparkly eyes and big eyelashes.
The shading could me better. It would create volume and a professional touch in it.
The pony tail is to crispy, it should flow and look like something soft and silky.
Like Meep said, the drawing on his back isn't centred to his back position. It looks disarranged.
The all drawing himself is very light (with the colours). The big thing you should do here is shading, It would look much better. I've found some more technical arrangements you could do but I would be to peeps.

This looks like a male to me. Though the smile and the jawline, has slight female characteristics.
I agree with meep and here are a few more nitpicks:
1. The ponytail, where the hair comes out of the band is too perfect. It should frizz out a bit and fall down, even if it is anime.
2.The positioning of the band is slightly awkward. It should be a little higher up or if it is this low, then hair should look a little loose over it when it enters the band.
3.The eyes have a slightly vacant look. You should try putting in one more of those sparkly white circle things they have in anime!
4.The angle through which his head is turned would strain the neck (try it if you want) so you need to put in some strain lines on the neck
5. The left outline of his face is thicker. It gives me an impression of "something went wrong and you corrected it." Try avoiding that.
6. Work on shadows and shading

This definitely looks more like a boy than a girl, particularly because of the lack of eyelashes.
I would suggest going over your lines to make them stronger. In some places, you have a bit of "wavering" hand to this, making it look shaky. And! The design on his jacket is a bit off, dear. It should be going straight "down" instead of leaning towards the left, so that it looks like it wasn't put on lopsided.
