Note : This is just a beginning, tell me what you think, because it is just a really weird idea...

"I is a NINJA! I IS A NINJA"
Teo chanted as yet another penguin came at him. Blood was nowhere to be seen which was good because Teo the ninja did NOT like blood. He could occasionally stand a bug bite, but anything worse than that was out of the question.
As Teo swung another poke at the penguin, there was a sharp CRACKing noise, and the penguin fell to the ground like a sack of potatoes.
"TEO!!!!!!!!!!!!"
Teo winced, this could not be good, the last time he heard that voice yell his name he had been banned from the fighting wring for a month.
What had he forgotten this time?
"Y-y-y-e-s-s-s S-i-i-i-r?" Teo asked quivering as the Boss came into the wring.
"What did you call that? This is a NINJA academy, not a ballet!" He fumed, stepping over the red ropes so that he was only a yard from where Teo stood, shaking.
"But n-n-n-o-o-one g-g-g-g-ot-t-t hurt, I just t-t-hought mayb-e-e-e -"
"THEY'RE PLASTIC PENGUINS FOR GOD'S SAKES!" The Boss bellowed taking Teo's shoulders and shaking him several times, Teo looked away. Now he understood. Harm is good. Mercy is bad. Isn't that what the Boss had told him just last week?
"I give up Teo. If you can't learn to fight like a ninja, act like a ninja, or talk like a ninja, I am going to have to bump you down, seeing as you are only fifteen, I can't just let you out onto the streets alone," Boss sighed, and dropped his hands, Teo watched him carefully, and flinched when his mustache twitched, and he began to speak again, "So I am going to have to have you work in the kitchens.. please report to Shelly in maintenance at 5:30 am tomorrow morning."
Then he snapped his head up and ran out of the wring and out the door.

You're right HopelesslyandIrrevocably, this truly is a weird piece. Personally, I have to say, I didn't really find it appealing, and I think the reason for this is that the idea is so weird and off the wall that I can't relate to it properly. You threw me entirely off balance. Why is he chanting "I is a ninja", and what are you trying to achieve by using "is" instead of "am" here?

Another thing that unsettled me was your capitalization of the words "not" and "cracking". We can understand you without your capitalizing. Multiple exclamation marks are also unsettling, and I would ditch those as well.

Next, your dialogue is not realistic at all, I would suggest that you eavesdrop on conversations and listen carefully to how people talk. Also, I know that many of our English teachers, mine included tell us not to use the word "said", and instead to use words such as "fumed" as you have done, but as Orson Scott Card, and many other writers have said, including Ursula Le Guin, if I am not mistaken, it is more effective to use the word "said" as your eyes simply read over it. The only time another word should be used is if it clarifies the intention of the emotions of the dialogue, and as Orson Scott Card says, our dialogue itself should be emotive enough that you understand the emotions without the use of another word.

Also, don't show the stuttering in the dialogue, it's good enough to tell us that he stuttered, and there is no need to capitalize shouting.

There are also several clumsy sentence structures in your piece, so I think it's worth doing a revision, if you plan on continuing with it.

At the beginning, i thought toe was about 3 years old, because of the poking with a stick and bad grammar. I thinnk we need to know alot more about the character... Why does he want to be a ninja? Where is he? why are they using plastic penguins, and Why is Teo surprised that there is no blood? there is aolot that needs to be clarified, and you would want to re-wright the whole narration if you want to continue this story.
