How do you get a moving Avatar???

How do you get a moving avatar iv'e been trying to find out but i can't im really confused I really want to know where you get them and how you use it and how you know where you can and cannot use I would really love to know

Obviously, make sure it's appropriate then just search for animated avatars somewhere. Make sure it's within the limit and upload in your control panel.
