There's not enough vowels in the arabic alphabet to make up for the 21 consonants that remain. Every syllable in a word has to have at least one vowel. There's just not enought vowels. There's enough vowel sounds, though, so if you made the long sounds the actual letters they already are, and then made new letters to represent the other vowel sounds, then you could make a word with all the letters without repeating a letter.
