Soccer question

I dunno where this goes, since it's not really research, or anything, but I figure you can't go wrong in randomness! Oh, right, my question...

I'm attempting to follow the FIFA U-17 World Cup [soccer/football] and I need someone to explain this page/chart/bracket to me: http://www.fifa.com/u17worldcup/matches/kostage.html

Namely, the greyed titles in the "round of 16" column; I'm going to assume that the letters represent the group but what do the numbers stand for? Everything else on the chart makes sense, it's just that one column that is boggling my mind.

Help?

I believe 1 = 1st in that group, 2 = 2nd in that group and 3 = 3rd in that group. Therefore, 1C would mean the team that finished 1st in Group C.

As for the assorted letters of 3 A,C,F or whatever, it might refer to it being the best third-placed team of those groups, or something. I'm not sure.

I suppose that makes sense. It was confusing because I had thought they had left off some teams, but then I counted and they were all there.

It's seems so random, though. In the bottom left corner, for example, 1A plays 3C, 3D, 3E but 2F and 2B only play one game? Maybe 1A plays whichever team is most qualified of the three [/random guess]. Do teams move on by winning the most games within their group or by earning the most total points? I think it's probably the latter...

Yeah, 1A would play the best placed of those three. Teams move on by earning the most points.
