"Cool" Sun

What is going on with the strange happy sun in the top left-hand corner of the default YWS skin (I don't know if it's on any of the others, can't be bothered to check). It's waving its arms (which is just plain unnatural - suns don't have arms) and smiling, and it's scaring me. Does anyone have any answers, before I do something drastic?

Um, well... at least The Lounge or something!

But... It was so.. random! Oh well, can't be changed now.

Really, it just irritates me because it pushes the page down and so what I'm used to is all... gone.

But what is it? What is its purpose?
