I don't know about Putin being set up--I suppose it's entirely possible.
But if it were easily traceable, it doesn't mean it's easily traceable back to the Kremlin. He was poisoned. But it's as easy for Moscow as any other government to point at something else; and Litvinenko had his share of underworld brushes.
