If you create a character, you will be expected to post as often as possible. But other participants can include your character in their own stories to help carry it along should you be absent for extended periods of time.

I have two options. Either inform the Riolu user of the mistake, or make him and Astral rivals since they're both Riolu. Personally, I like that second option better.
I believe now is a good time to introduce myself. My name is Charizard821, but you can call me Char. I honestly had no idea that Astral was going to pick Riolu when I did. It's pretty funny how in over 700 Pokemon, we both chose the same one. Ironically enough, Astral and I are good friends on YWS, so I don't think he'll mind having the same character, but if you wish a change, I'll modify my character. The funny thing is, Astral was the one who recommended I join this SB, as I'm currently writing my own Pokemon fanfic; "The Tale of a Charmander". Anyways, I digress. I shall comply to whatever you desire, but I only chose Riolu because Lucario is my second favourite Pokemon to Articuno. Had I known, I may have chose differently. But nonetheless, I think it'll be pretty cool having two Riolu who could either become rivals or close as brothers. (Or brother and sister, depending on the gender of Hunter's Riolu.) Who knows, maybe it'd be something in between or completely different! Anyways, thanks for letting me into this SB. It's my first one, and I can't wait to see how it goes!
Yes, names should eliminate any confusion. Having two human males in a book hasn't been confusing before because of names, so it shouldn't be confusing here.
