You can make a poll in any forum. To make a topic with a poll, go to "Post a new topic" (big blue button) and then go to poll creation. From there it's pretty straightforward.

You can also edit the first post of a topic you already created to add a poll. In fact, I just did that thanks to this question.

@Storybrainiac Patrick Buchanan is an American politician. I'm guessing that the sarcasm here is referring to the fact that he appears as a political commentator on FOX news a lot, and he was recently fired as a commentator for MSNBC.
