The simple truth is that authors like making people squirm. If this weren't the case, all novels would be filled completely with cute bunnies having birthday parties.
But seriously, it's a good question. There's no application or anything. Every so often, we hold nominations based on need and any staff member can nominate any member. We look at several things, including overall activity, review quantity/quality, and friendliness/respect for other members. If anyone wants to become a moderator, I would advise them to be the best member they can be.
