I know this is short, but it's an important transition piece. Enjoy, and comment as you like.
The hovering lights that lined the streets cast odd shadows of a passing figure. They were long, but the source was just a child, small for her pubescent age, shivering from the cold and the excitement of a secret night. The lights grew more infrequent as the child made her way away from the urban part of town, and soon trees dominated where the hovering guardians once were. Lisa and her nervousness soon had faded into obscurity.
A single light floated at the end of the black tunnel where there was once a street. Attached by a delicate string was another child, smaller yet than the first. This one was comfortable during this forbidden hour, home in the lawlessness. The two met each other at the end of the tunnel and embraced, kissing and stifling laughter between them. Together, they made their way further into the forest. If Lisa wasn't with Ella, she would have shuddered to think what Momma would do if they were caught in the forest twice in a single day, but now home life seemed like a distant, unpleasant dream.

Part four, part four! A very sweet transition from what seemed to be the city-life. Twinkling city lights to forest moon light, very nice. But, darn it, explain why in the WORLD Ella and her family is so bad. Drugs are involved, yes, but I'm still wishing that you would elaborate on things in the next couple of installments. Unless this, as well, is a part of the master plan?
