I am working on a webcomic script that takes place in 1998, and satirizes anime and the 1990s while seeming like (the comic version of) a film from said decade. What are common elements of movies from the 1990s?

The easiest way to find that out is to watch as many movies from the 90s as you possibly can in as many genres as you can possibly find.

But if you don't want to do that, the 90s (as far as I see) was mainly a transition period between the movies of the 80s and the movies of today. As a result, there's a fairly large gap in technology/subject/themes between movies produced in the early versus late 90s.
Secretly a Kyllorac, sometimes a Murtle.
