He could but the Shifters could call on armies of their animal as well.Plus, most of the characters aren't heartless, and won't want to kill the others.

I guess we strayed a little from the plot, but it's ok.

In Diablo's case in that matter, he's on his own due to the fact that he's technically the only living dragon in the world.

There aren't any other dragons in the world besides Diablo, so he's technically the last of the entire dragon race.

But still, Diablo's left all alone with no dragons- classic dragons, to be specific- to command and reign as king.
