I like it. Did you do it on a tablet? Lucky! I don't have one, but I love digital painting nevertheless. ^u^
I love the eye the most! It really stands out! And the face structure couldn't be more perfect! >u<
But one thing I'd tell you to fix is to probably add like a really light, black brush effect over the hair. It'll probably make it look more flowy, ya know? And also, I'd tell you to add shadows to show us the chin. I mean, I see it, but it looks weird in a way. Either that, or bring the mouth a little closer to the jawline.
Kay! Done! This is awesome! <3<3<3<3 Post more! ^-^

I've always loved the black, white, and red coloring scheme for pictures. I don't know why, I just always thought it looked cool xD The eye stands out really well with that color and peeking out right between those unruly locks of hair
There's not a whole lot to nitpick here, but I can offer a few tips if you'd like!
First, the mouth is very small. I'm pretty sure a lot of this is manga styled, so the proportions can get funky, but even so I think it should be larger.
Next, I agree with aqua that you can add some shadow under the chin and finish that area. Mostly I think you should finish the line of the chin so that it connects, but some shading would be a nice touch too.
Lastly, I love the raggedy style of hair you got going on here You can also include shading and highlights to make it look beautiful at the same time (I can't tell if this is black pen or digital, but with digital especially adding those details can be a breeze).

If this is digital, you can usually select the mouth area, and then resize it. It usually helps me a lot. I use Gimp for my editing, it's free to download online if you were interested in checking it out x) Best of luck!
