She isn't accepted as a criminal, so she'd be free. This isn't about the possibility of her being a criminal, but rather whether she should go on the quest. The fear is that while researching her qualification, they'd discover her past.

It might not even come up, depending on whether or not they delve deep enough into her past to find it. It's buried pretty deep. If they did there may be problems, but as @Feltrix said, age might get her out of it. Or, alternatively, even if she is charged with murder because of what she did a long time ago, Sylvetta might be able to convince them to let her come on the quest to decrease her time, give her a pardon, etc. Just some rambling thoughts.

The clause would be an umbrella effect that would protect most magicians at a young age so that could be used. Since we have already played the, earlier sentence with Ker, I think it would be slightly redundant.
Any other alternatives we can think of? That's all I can come up with, outside of the illegal option of jailbreaking.
