Because what I tried to make clear was that should be SIC at the very beginning of the SB. Jaylee won't make Kaiya SIC unless she's known her a very long time and proven herself to the gang.

@Skydreamer, I could see Peter being extremely annoyed in the SB as Jaylee has managed to take a lot of territory away from the Snakes in past months.

Jaylee will be calling for a gang wide meeting after the first day of school to review what has happened over the Summer. Anyone wanting to join will have three ways of joining the Metal's.
1. Beat In: initiates will have to survive a five minute brawl against Metal Members of various ages, gender, and five of them.
2. Blooded In: Jaylee will assign a target to your character and your character must kill that person and prove that they did it.
3. Service: initiates are assigned to another member and for one full year that initiate must do whatever that member desires.
@LittleSister this could be ideal for Morgan as she and Jaylee are both homosexual and could develop a romance over time. Also props for making Morgan homosexual as it's a rarity to see anyone to make a female character outright homosexual.
